As a Senior Advisor to the Principal Deputy Director, Dr. Julie Carruthers provides strategic advice on science program management and policy topics, and provides coordination on and analysis of budget, scientific, technical, programmatic, and operational issues regarding the Office of Science (SC) Programs and DOE national laboratories. As the Acting Director for the SC Office of Scientific Workforce Diversity, Equity, and Inclusion (SW-DEI), she leads diversity, equity, and inclusion (DEI) initiatives and special projects that span the DOE and SC Programs. The SW-DEI office is focused on advancing SC policies and practices for promoting DEI in SC’s awards management practices and at the DOE national laboratories. Julie also leads DOE and SC participation on interagency working groups on the topics of STEM training, diversity and inclusion, and measuring the impacts of federally-funded research. Her duty station is in Washington, DC. Dr. Carruthers joined SC as a Science and Technology Advisor in the Office of the Deputy Director for Science Programs (SC-2) in September 2007. She previously served as an advisor to the Principal Deputy Director of the Office of Science and the DOE Under Secretary for Science as a Science and Technology Policy Fellow of the American Association for the Advancement of Science (2005-2007); as an American Chemical Society Congressional Fellow for a U.S. Senator; and as a Camille and Henry Dreyfus Postdoctoral Fellow at the University of Massachusetts, Boston. Julie received her Ph.D. in Chemistry from Yale University, and a B.S. in Chemistry from the University of California, Santa Cruz.
