Helena Fu is the Director of the Office of International Science and Technology Cooperation and Trusted Research. Prior to joining the Office of Science, she served at the White House Office of Science and Technology Policy (OSTP), where she co-chaired the National Science and Technology Council Subcommittee on Research Security and supported efforts to promote entrepreneurship and regional innovation ecosystems. From 2012-2018 Helena served at the U.S. Embassy in Beijing, first as the Deputy for Clean Energy and later as Director of the Department of Energy China Office, where she was responsible for leading a team to advance U.S. security and economic interests in the areas of energy, science and technology, and nuclear security and nonproliferation.

Before government service, Helena led the development and growth of a new business line that delivered integrated planning solutions for cities and developments across Asia as Director of AECOM’s China Sustainability Center. She also previously consulted at ICF International and held fellowships at the City of Milan’s Urban Center and the U.K. Parliamentary Office of Science and Technology. Helena holds a Master’s degree in Environmental and Natural Resource Policy from the Harvard Kennedy School and a B.S. in Urban Studies and Planning from the Massachusetts Institute of Technology.
