Elizabeth O'Malley joined the Office of Science as the Senior Advisor for International Programs in November 2007. Her responsibilities include providing policy guidance to SC programs on international collaboration, drafting and negotiating SC international S&T agreements, serving as an SC international program liaison within and outside of DOE, and helping to develop long-term SC strategy for international activities. Ms. O'Malley has 15 years' experience managing international programs at the U.S. Department of Energy. She previously served in the Office of Nuclear Energy, where she was part of the team that launched the Global Nuclear Energy Partnership. Ms. O'Malley was also instrumental in successfully negotiating the Generation IV International Forum (GIF) Framework Agreement, the first multilateral agreement on advanced nuclear technology development, supporting 13 GIF member countries. She also managed bilateral programs focused on nuclear energy research and development with Russia, China, Japan, France, Canada, Argentina and Brazil, as well as with international organizations including the International Atomic Energy Agency (IAEA) and the Organization for Economic Cooperation and Development (OECD). Earlier in her career, Ms. O'Malley worked at the Office of Environmental Management's Office of Science and Technology and managed the implementation and strategic planning of international collaborative programs with Russia, Ukraine, Argentina, France, Japan, Poland, UK and Canada. She holds a Master's Degree from American University in International Economic Policy and Bachelor's Degrees from the University of Maryland in International Relations and Russian Language. She is fluent in Spanish and Russian.
